   makes a user an auto-op.  that user can request to be op'd by the
   bot (by using a password), and, if you have op-on-join set on, the
   bot will op him as soon as he enters the channel.  depending on
   your settings of require-x and require-p, it may also imply access
   to the party line, or your file system.
